The Fluid Crystallizer freezes fluids. Note that it must therefore be colder than the fluid's freezing point.

Freezing water into ice requires a temperature of -8 C or below. In most biomes, placing the Crystallizer at depth y=48 will yield a base temperature of +8 C, and putting a water block and ice block next to it should cool it enough. Dry ice (produced by a Refrigeration Unit when making liquid nitrogen) can be added to lower the Crystallizer's temperature as well.

As of v3, a chilled Crystallizer doesn't heat back up to ambient temperature when an adjacent ice or snow block melts.
